Every ALERT programme is built with the institution that will use it, delivered by practitioners, and closed with a live exercise and a written readiness report. Nothing ends with a certificate alone.

AI & Diplomacy
With the Ministry of Foreign Affairs and Emigrants. How artificial intelligence is reshaping negotiation, consular crisis response, information warfare and diplomatic reporting — and where it must not be trusted. For diplomats, ministry staff and foreign-service candidates. Closes with a simulated diplomatic incident driven by synthetic media.
EnquireNational Exercise
The flagship: a full-scale, multi-agency live simulation in a real location, bringing together the armed forces, Civil Defence, the Red Cross, municipalities and hospitals under one crisis cell. This is the format run in Hrajel in 2023 and Jounieh in 2024, offered annually.

Programmes for municipalities
Municipalities are the first authority on the ground and the last to be resourced. These three programmes meet a municipality wherever it currently stands.
Ready Municipality
For municipalities with no crisis structure. We establish a municipal crisis cell from zero: mandate and decision authority, named roles and alternates, a local hazard map, a contact tree, and a written contingency plan. The programme ends when the cell runs its first exercise and passes.
EnquireStress Test
For municipalities that already have a cell. An independent audit rather than a course: we review the existing plan, interview the cell, then run a no-notice exercise and issue a scored readiness report with ranked corrective actions. Repeatable annually to show progress to donors and to the Ministry.
EnquireThe Readiness Toolkit
Free to download, for any municipality. The templates behind both programmes: role cards, call trees, hazard-mapping sheets, shelter and evacuation planning grids, public communication scripts, and an after-action report form. Published openly so a municipality can begin without us.

72 Hours
A model crisis cell for schools. Run the way a Model United Nations is run: students take the real institutional roles — mayor, Civil Defence, Red Cross, army liaison, press officer — and manage the first seventy-two hours of a crisis in their own town. Delegations, committees, a chair, and a debrief.
EnquireTrainer Corps
Training of trainers. Certification for staff of municipalities, ministries, companies and schools to deliver ALERT modules independently. Covers scenario writing, exercise control, evaluation and debriefing. Certified trainers are listed publicly and recertified every two years.
EnquireSummer School
An annual intensive. Two weeks of crisis leadership for university students and young professionals from Lebanon and the Mediterranean, ending in a joint live exercise with national response services.

Corporate Continuity
For companies and institutions. Business continuity and crisis leadership: succession under disruption, protecting staff, supply and payment continuity, and communicating with clients when the country stops. Delivered on site and priced commercially — it funds the free municipal work.
EnquireNewsroom Under Pressure
For journalists, editors and media schools. Reporting accurately in the first hours, verifying under deadline, resisting rumour and synthetic media, and handling official sources during an active incident. Built around a live newsroom simulation.
EnquireInclusive Response
For planners and responders. Designing preparedness around the people usually left out of it: persons with disabilities, older people, women, the displaced and refugees. Produces an inclusion annex that attaches to any existing municipal or institutional plan.
